What is the best way to promote a refrral link without breaking the bank?

I think this question is a bit to broad, try to be a bit more descriptive. A referral link is hard to market, but creating a sales funnel around the referral link, and now you could be making the big bucks

Hm, from what I've noticed the best way is to join forums where people would care about what you are trying to get referrals for, and put the link in your signature and post around a bit. Also if the site allows you to create a thread on the forum create one, post the referral and explain what the person would gain from signing up.
